Frank Fernandez, President, Capitol CM
Frank Fernandez, is well versed, with over 28 years of experience in a variety of transportation, public parks, aviation and general construction projects. With Executive level Design, Preconstruction and on-site Project Management experience that range in size from $200k to $450M, Frank has the keen insight in understanding and managing environmental requirements, public awareness, and customer satisfaction that has allowed him and Capitol CM to deliver successful projects.Frank has extensive experience as a Lead Construction Process Manager. He has led projects utilizing some of the most current and innovative Lean Construction Tools. His background in Lean Process Improvement helped save a valuable amount of time and money on this project. In addition, he was the Lean Champion for the project, training and scheduling the project leadership team, owner staff, and subcontractor staff.
Gabriel Velazquez, Director of Operations, Business Partner
Gabriel Velazquez is an experienced and knowledgeable Construction Expert that has been involved in construction for the past 26 years. Starting in the field as construction laborer and has grown into the sharp business owner and partner, delivering a variety of complicated projects and solutions to many of our project owners.
Most recently, Gabriel was responsible for projects in the Sacramento regions totaling over in value of over $10MM. Gabriel's expertise is earthwork, grading, concrete hardscapes, utilities and swimming pools.
As a business partner and business owner, Gabriel understands how to plan work efficiently, while making certain the level of quality is best in class.
Angel Santiago Jr., Director of Operations & Safety Manager
Angel Santiago Jr. is a 35 year veteran of the U.S. Air Force, retiring at the rank of Mater Sergeant. He is an experienced and knowledgeable Environmental, Health and Safety Manager and Auditor conducting Hazardous Material/Wastes management & transportation, HAZMAT spills prevention & clean-up, Air & Water Permit compliance & management, Stormwater Pollution Prevention, Aboveground & Underground Storage Tank management & compliance, Lead & Asbestos abatement, Natural Resources Protection & Management, Environmental Planning and contaminated soils & groundwater mitigation management. His additional experience and knowledge includes solid waste management and recycling, and pollution prevention. He is also an experienced environmental project manager with emphasis on process improvement and quality assurance and as a professional instructor of Hazardous Waste Operations & Emergency Response and Dangerous Goods Shipment Courses.
