What we do
Every project gets a scope built around it — not a template. We run the preconstruction and the field with the same team, so the budget you approve is the budget that gets built.
Where we work
Deep working knowledge of environmental regulation, public engagement and agency reporting — the parts of public work that decide whether a schedule holds.
Who runs the work
Over 28 years across transportation, public parks, aviation and general construction, with executive-level responsibility for design, preconstruction and on-site project management on projects from $200,000 to $450 million.
As a Lead Construction Process Manager and Lean Champion, Frank has run pull planning, scheduling and training programs for project teams, owner staff and subcontractors — consistently converting schedule discipline into cost performance.
A 35-year U.S. Air Force veteran, retired at the rank of Master Sergeant, and an experienced Environmental, Health and Safety manager and auditor.
Angel's scope covers hazardous material and waste management and transport, spill prevention and clean-up, air and water permit compliance, stormwater pollution prevention, above- and underground storage tank compliance, lead and asbestos abatement, natural resource protection, and contaminated soil and groundwater mitigation. He is also a certified instructor for HAZWOPER and Dangerous Goods shipment courses.
